When quotas are enabled, rpc throttling is also enabled. There's a shell command to disable rpc throttles, added in HBASE-21159. As we do with the balancer, we should display a warning banner on the master UI when the quota system is enabled but the {{disable_rpc_throttle}} has been activated.
