I must have missed that.  Once 3.1 gets out the door, we need a roadmap for
Ant, and that item tops my list.  I want the last checked in binary
(xml.jar) removed from the project.  In fact, I would like to move moo into
watchdog, eliminate jakarta-tools and thereby get rid of *all* the checked
in binaries from any jakarta-* project.
