[Proposal] Hold weekly meetings in various forms of communication

Hello Dubbo Community,

Weekly meeting can help a community keep in touch with developers in a
close range. In weekly meetings we can spread out what community want to
and need to do now to all of the attendees. Before weekly meeting, we can
collect the key points of everyone's attention. In weekly meeting, we can
discuss efficiently and get corresponding results. Also, I think it is
important to record the process of the meeting. For example, we can record
the screen and then broadcast it on the streaming media platform (i.e.
youtube, bilibili) or summarize the minutes of the meeting and post it to
mailing list and Github in time.
BTW, we can share some acknowledge, such as how Dubbo work, in the meeting
to help more and more developers getting more familiar with Dubbo.
What do you think, hope to hear from you all.

Great ! I agree with this. I also have some ideas:
1. We need a unified place to announce the theme and content of our
weekly meetings, for example
https://github.com/apache/dubbo-awesome/issues/71
2. After recording on the streaming platform, it needs to be
accessible in a unified place, such as dubbo-awesome's readme.md
3. Sharing can invite more people to participate, such as Dubbo users
sharing landing cases, Dubbo developers sharing principle source code,
etc.

I love this idea! I think our community is in desperate need of a regular weekly or bi-weekly meeting.

Aside from delivering our plans and ideas to the community, we need to focus on on getting more contributors involved in our community, help them find the motivations of participate, hopefully by doing so, the community meeting can run on its own even without the PMCs sometimes.
