[VOTE] Release Apache Traffic Control 5.0.0-RC3

Hello All,

I've prepared a release for v5.0.0-RC3 The vote is open for at least
72 hours and passes if a majority of at least 3 +1 PMC votes are cast.

[ ] +1 Approve the release
[ ] -1 Do not release this package because ...

Changes since 4.1.1:

Weasel fails when building from the tarball. There are a bunch of
build artifacts that are normally ignored when building from the git
repo. I fixed this for 4.x by just moving weasel to the top of the
docker-compose.yml file. We should probably just make that change in
master and get it into 5.0.x as well.

Otherwise, 5.0.x appears to work just fine in cdn-in-a-box.
