The attachment contains the original Avalon Excalibur CLI package.

This has been renamed from

org.apache.avalon.excalibur.cli
to
org.apache.commons.cli.avalon

Several fixes have been made:
* allow - in second argument, e.g -Dnumber=-1
* -D arg1=arg2 now parses OK
* handle missing argument when next argument is an option
* added various additional tests
* updated package javadoc

Hopefully this can be released as a separate jar for those projects that want to
continue to use the package.
