Messages containing routing protocol information are sent at priority zero - the lowest forwarding priority.  This is a bug.

 

Routing protocol messages must take precedence over endpoint messages when forwarded.  This ensures that the routing protocol will not start timing out under heavy endpoint message load.

All routing protocol messages should be sent at the highest priority.

The output scheduler should schedule the routing protocol links in a way that they are processed first when handling connection I/O - before handling priority 0 endpoint traffic.
