   ### Issue description
   
   TCP Failures configuration does not work, see the Screenshots.
   
   ### Expected behavior
   
   TCP Failures configuration to work normally.
   
   ### How to Reproduce
   
   1. config TCP Failures for an upstream.
   2. but TCP Failures is still default value 2.
