Using a step-by-step approach as discussed on Review Board and the mailing lists, here's step 1 - a [patch|https://issues.apache.org/jira/secure/attachment/12658374/OODT-685.remove-duplicate-xml.rlaidlaw.2014-07-29.patch.txt] that removes duplicate XML from three files in src/test/resources: cmd-line-actions.xml, cmd-line-options.xml and xmlrpc-struct-factory/product-types.xml.
