It is implemented in newer Versions. I don't know since wich Version.

In OOo 3.3 or AOO 3.4 you get it with 
RightClick on a slide > Slide > Set Background Picture for a slide ...

So I think this one should be closed.

Bug 27821, Bug 46257 and Bug 49717 has same content.
