Review Request: Move HAWQ hdfs-client.xml parameter injection to Ambari web for Namenode HA

Kindly review the following JIRA:

Brief Description:
HAWQ requires additional parameters in hdfs-client.xml file to operate on
an HDFS HA cluster.
The additional parameters are introduced into configurations, through
Ambari web wizard code change.
