Steps:
1. Create a queue
2. Select option Custom for Submit Applications
3. Enter someuser in the text box below
At this point you would assume only someuser can submit applications to the queue. In fact, anyone can submit applications to the queue. This is because the root queue allows anyone to submit applications and the effective permissions are the union of the permissions of the queue hierarchy.
One of our customers (Comcast) ran into this same issue configuring queues by hand just today. It would be good for this view to show the effective permissions on a queue to prevent such confusion.
