sendmail exception

The foll exception is seen when i click on sendmail in cocoon webmail.
What is the exact cause of this?

An error occurred: Sending failed; nested exception is: class javax.mail.MessagingException: Could not connect to SMTP host: localhost, port: 25; nested exception is: java.net.ConnectException: Connection refused

Exactly what it says. It tries to connect to a mail host on the machine 
cocoon is running on but there is no mail host running.

Are you a developer or an end-user btw ?
