Ambari HowToContribute wiki page

Most of the top-level projects have something along the lines of how to contribute code to the project. I have looked at https://cwiki.apache.org/confluence/display/AMBARI/How+to+Commit but it seems to be focused towards commiters and how to test patches.
Does something like this already exist?

 Just added a wiki for how to contribute. Also includes the new review
board/reviews process:
