Assigning JIRA issues

Kyo and Kim,

I noticed that you opened new issues in JIRA and assigned them to Chris
Mattmann.  I checked the settings and noticed you cannot assign issues to
yourself.

I went in and changed that.  Moving forward you can create and assign
issues to yourself it you like.  If the issues I updated should be changed
back, then please re-assign as you see fit.
