   Support Azure BlobStore offload configuration. 
   
   ### Modifications
   
   The new tiered-storage configuration was introduced in the offload refinement.
   Add new universal configurations in `OffloadPolicies`
   
   ### Verifying this change
   
   Add a new integration test.
   
   - *org.apache.pulsar.tests.integration.offload.TestUniversalConfigurations*
