#300: Custom query: add ability to query the user associated with the last change

 This could provide us with another way of spotting relevant activity.

 Ideally we would be able to express this as a custom query by providing
 the ability to filter out tickets where the user is not

 In lieu of that, perhaps an indication of the creating/modifying user on
 the create and modify dates would help.
