I've tried and failed to reproduce this. I can try creating a Server 2008 VM but I'm wondering if there isn't something more specific (unusual locale, UTF-8 file path, etc.) to the machine where you observe this that is a factor. Any hints or confirmation it is repeatable on multiple Windows 2008 machines (ideally on a clean install) would help.
