Deserializing SDOs using scoped registries

In the SDO 1.0 EMF implementation, a client-side JVM
needed to register EPackages in its GLOBAL registry in
order to be able to successfully deserialize SDOs.
Does Tuscany SDO have the same limitation? If so, how
does this reconcile with the extensive use of SCOPED
registries in Tuscany SDO?
