Most of the values in the MANIFEST.MF file are quoted with double quotes. That's
not the case for other Jakarta projects (e.g. commons-logging, commons-lang, ...). 

Especially in James this makes problems, since James tries to parse the
Specification-version value as number and fails to start up (that's why it's a
blocker).

Please do not put quotes around the numerical attribute values!
