JavaHelp is not part of the donation of NetBeans to Apache, since JavaHelp is a separate project and not part of NetBeans itself. Plus, it is licensed in such a way that it can't be distributed at this time from NetBeans in Apache. So, yes, JavaHelp is not going to work, at the moment.
