When a query has a filter that is the conjunction of only
<partition_column> = <string constant>
and
<string constant> = <string constant>

The whole filter will be passed to the metastore's get_partitions_by_filter method.  The grammar used to parse the filter only supports filters where one side is a column, so it fails on the <constant> = <constant> expression.

These should be caught in the checkJDOPushDown method in the Utilities class.
