release manager volunteer for zipkin reporter?

Hi, team. Thanks to Rag for releasing Zipkin 2.13, we can now release
the next patch of Zipkin reporter. I've checked the repo and think it
is ok, but would be good to double-check
https://github.com/apache/incubator-zipkin-reporter-java

Any volunteer to release this? It would be best to start that and the
voting ASAP as this is in the critical path of a Brave ASF release.
