Description:
As a follow-up to HDDS-13168, which replaced a direct call to {{HttpServletResponse#sendError}} in {{CheckUploadContentTypeFilter}} with a JSON error response written using the response writer, we should refactor all other usages of {{sendError}} in Ozone to adopt the same approach.
The implementation is splitted to several parts:
* HttpConfServlet
* HttpServer2
* MetricsProxyEndpoint
