[SUBMIT][BeanUtils] Converter for String to Class conversions

Hello,

I enclose a Converter implementation for String to Class conversions. I believe it can be useful and would like it to be incorporated in the BeanUtils package. In case this should happen, I also enclose patches for ConvertUtils and ConvertUtilsTestCase making them aware of the ClassConverter.
