So was this problem solved and is it incorporated in the current 1.3.20
release? How do I tell? I am currently running 1.3.12 and 1.3.14. 1.3.12
doesn't appear to have the problem and 1.3.14 appears to have it
intermittently.

It was definiatively resolved in 1.3.19, cf CHANGES included in the 1.3.19/.20
packages.
