Re-arrange javadoc on the Derby site.

1) The published javadoc (ant target  publishedapi) is part of the manuals, thus should be included (linked to) in the list under 10.0 and 10.1 manuals.

2) The javadoc link on the home tab should be removed.

3)  All the javadoc for the source code (the links from the link in 2) should be in the papers section.
Currently only one is, the engine javadoc.

A partial commit, revision 307216, addresses 2 and 3:

1) The published api for 10.0 and 10.1 needs to be extracted and put on people.apache.org. I chatted with Andrew McIntyre who will work on that, and I'll add links when they are available. In the meantime, I did add a link to http://db.apache.org/derby/javadoc/publishedapi/ on the Manuals tab under the "Latest Alpha Manuals" section.

2) I removed the javadoc link from the home tab.

3) I added links to language and tools to the Papers tab. For completeness, I also added a link to the published api so there will be a set of links all in one convenient place.

I've added copies of the 10.0 and 10.1 publishedapi javadoc at 
/www/db.apache.org/derby/docs/10.0/publishedapi and 
/www/db.apache.org/derby/docs/10.1/publishedapi.

Modified site.xml to add 10.0 and 10.1 javadoc links to the Manuals tab. 
Changed files, committed revision 328968:
