Hooks help

[Annick Collet <An...@eumetsat.int>]

Dear all, 

I need some help for the steps for first hook .
steps are not very detailed in the ref. book.
I'd like to restrict /tag to add but not delete, not write  .
I need svnperms.conf , but then where should it be copied and how
pre-commit will read it ?

I'm not sure why you need this.

If you need further help it might be a good idea to describe what you've
tried so far.
