In Android, mailto is not working after adding <allow-navigation href="mailto:*" />

If I only use <access launch-external="yes" origin="mailto:*" />, mailto is working in Android but to make it work in iOS i added <allow-navigation href="mailto:*" />. Then it stopped working on Android.

Currently my config has the following 
<access launch-external="yes" origin="mailto:*" />
<allow-navigation href="mailto:*" />

I am using a combined config for both Android and iOS.
Cordova CLI version is 6.1.0 and Android version is 5.1.1
