Missing AMQ-724 patch in ActiveMQ 5.1

Hi,

I noticed that the patch for InactivityMonitor.java provided by Tom
Vijlbrief in AMQ-724 seems to be missing in ActiveMQ 5.1, which causes a
thread leak when the client does not close the connection properly. This
applies to all the clients and I was wondering if someone could reapply the
fix again for 5.2.
