Maven evangelism guide

Hi,

I've added a very first version of a maven evangelism guide with
repository information, hopefully somebody will start helping with MEV
issues. I'll add info to this guide as I have more free time.

The guide is in svn under
components\maven-site\src\site\apt\guides\mini\guide-maven-evangelism.apt
