yarn-site.xml had the following:

    
    
    
        <property>
          <name>yarn.admin.acl</name>
          <value></value>
        </property>
    

In this case, all entities regardless of the acl specs were accessible to all
users.

By adding a space in the value, the acl enforcement worked correctly.
