Our logging system configuration has always needed a bit of tuning. Now it really needs it. There is a huge logfile at build/webapp/WEB-INF/logs/debug.log after doing forrest site. It is full of DEBUG messages even though our logging system is set to WARN.
So probably need to synchronise with that from Cocoon-2.1

Found it. The "debug" started being used by Cocoon-2.1 and we had been using it for a different purpose with a level of DEBUG. Fixed now. See notes at r694957.
