   ### Summary
   
   Deepens `AclControllerTest` with the previously uncovered paged user listing endpoint.
   
   ### Changes
   
   - `server/src/test/java/org/apache/rocketmq/studio/instance/acl/AclControllerTest.java`
     - `listUsersPageShouldForwardFiltersAndPaging`: instance id, page, size and keyword all reach the service; the paged envelope is asserted.
     - `listUsersPageShouldUseBoundedDefaults`: a bare request uses the 1/20 defaults.
   
   Suite grows from 27 to 29 tests.
   
   ### Testing
   
   - `mvn -B test -Dtest=AclControllerTest` passes (29 tests, all green).
