Here's a simple test reproducing the issue:

public class Test {
    public static void main(String args[]) throws Exception {
        System.out.println(new java.net.URL("http://www.google.com")
                .openConnection().getInputStream());
    }
}

The test should be run with operational proxy parameters specified in the command line, like this:

java -Dhttp.proxyHost=<host> -Dhttp.proxyPort=<port> Test

Output on RI:

sun.net.www.protocol.http.HttpURLConnection$HttpInputStream@a90653

Output on Harmony:

java.io.FileNotFoundException: http://www.google.com
        at org.apache.harmony.luni.internal.net.www.protocol.http.HttpURLConnection.getInputStream(HttpURLConnection.java:878)
        at Test.main(Test.java:3)

Here is the patch for the code.

Fix description: before sending request, the HttpURLConnection should connect to http server (the same is mentioned in API specification for URLConnection class description). No unit-tests were added as not all users might have access to Internet to access external links.
