Disappearing Tag Library

I just bootstrapped Maven from HEAD and it installed without a hitch.
However, as soon as I try to run maven on a maven.xml with
xmlns:maven="maven" I get this:

Tag library requested that is not present: 'maven' in plugin: 'null'

Where did my tag library go?
