[STREAM-2742] Add config option for labels on operator generated events (#502)

Adds 'kubernetes.operator.events.labels', a map option whose entries are
added to the metadata of every Kubernetes event created by the operator.
Read once at startup, so changes require an operator restart.

Labels were previously only ever set by the autoscaler scaling report for
dedupe purposes. The configured labels are now applied on all event
creation paths, which required threading labels through createIfNotExists
and createWithAnnotations in EventUtils. The old signatures are kept as
overloads that pass no labels, so behaviour is unchanged when the option
is unset.

Configured labels are merged with the caller provided ones, with the
caller winning on conflicting keys, so configuring 'parallelismMap'
cannot break scaling report dedupe. Entries that Kubernetes would reject
are dropped with a warning at startup, otherwise a single invalid entry
would fail the creation of every event.

Also passes the initialized client to EventRecorder.create in
FlinkOperator, the constructor parameter is null outside of tests.
