SVN Commit Mails

Hi,

Do we want to start having SVN send mail notifications on commit for James
and its sub-projects to james-server-cvs@apache.org? That is anything
committed in repos/asf/james and below.

If so, I'll ask infrastructure what needs to be done - looks like an update
to /usr/local/svn-install/hooks/mail.conf to me.

And yes, I know the name says 'cvs', but I cannot see any advantage in
having to manage a distinct name for svn off hand.
