Following up after missed reports

DeviceMap didn't report in January.  When a podling misses their report, we
set the "monthly" attribute in podlings.xml to "true" and leave it that way
until they come through, updating the month each time.

We should add back DeviceMap's "monthly" tag, then run clutch.py.  Also, they
didn't get assigned a shepherd for next month or get a slot in the wiki
template.  These could be fixed manually, but the most straightforward remedy
is probably to rerun assign_shepherds.py then clutch2report.py.

The Incubator used to be lousy about following up when podlings failed to
report.  Between shepherding and aggressive maintenance of the "monthly" tag,
hopefully we're better now.
