bugzilla queries

It seems like there's a few different bugzilla queries in use, and I'm 
confused by the subtle differences.

1) The RC1 release plan links to a query with:
  Status of UNCONFIRMED, NEW, ASSIGNED, REOPENED, or VERIFIED
  Program of Struts
  Version of Nightly Build

That currently has two results: 11852 and 18137

2) Ted's been using a query with:
  Status of UNCONFIRMED, NEW, ASSIGNED, REOPENED, or VERIFIED
  Program of Struts
  Version of NOT Unknown (all versions but Unknown selected)

This currently has four results: 11852, 17562, 18137, and 18142

3) Include UNKNOWN, and results jump to 46.  Go back and set severity to 
NOT Enhancement and query is:
  Status of UNCONFIRMED, NEW, ASSIGNED, REOPENED, or VERIFIED
  Program of Struts
  (Version no longer required, as all selected is same as not specifying)
  Severity of Blocker, Critical, Major, Normal, or Minor

This currently yields two results: 17562, 17977

As I understand the jakarta release rules, the last is the "best" criteria 
for determining whether the release is ready.

What are the bugs that need to be fixed before RC2? 

What is the "best" bugzilla query to use to track progress towards release 
readiness? 

Did David Graham's and Ted's discussion on how to treat resolved later vs. 
unknown on Bug 18094 reach any kind of general consensus?
