The NEW_SPECS.txt file in the Tomcat 4.0 Final download purports to list the 
degree to which the features of Servlet 2.3 and JSP 1.2 are implemented.

The file gives the impression that implementation of these features is ongoing, 
but it has not been updated since 29 October 2000 and implementation ought to 
be complete if 4.0 has gone final ;-)

Perhaps for future releases this document, if it is retained, could usefully be 
recast as a brief summary of the new features themselves, rather than Tomcat's 
progress in implementing them? The present version might tend to confuse those 
new to the latest specs and the Tomcat 4.0 effort.
