[users@httpd] Lost access_log messages

Dear All.

I am hit by the trouble in the face of the problem.
When it sets up so that the access log from a specific
host may be excepted, it is outputted to the head of a
log with "Error writing to log file. 213852 messages lost."

It generated, as a result of describing the following setup.
SetEnvIf Remote_Host 192.168.12.1 no_log
SetEnvIf Remote_Host 192.168.12.2 no_log

CustomLog "|/usr/local/apache/bin/rotatelogs 
/usr/local/apache/logs/access_log.%Y%m%d 86400 540" combined  env=!no_log

Does it generate, when load is high and a problem is in
performance?
A cause is not known although it is expected that it has
generated by the rotation of a log. If there are those who
know, please tell me.
