   **Is your feature request related to a problem? Please describe.**
   Helix service owner should get alert when rebalance pipeline keeps failing. Thus, we should have metrics monitoring that. 
   
   **Describe the solution you'd like**
   Adding metrics for continuous resource/task rebalance failure count.
