By design, the KEYS, sig and hash files are not propagated to mirrors.

They must be linked from the main ASF mirror (www.a.o/dist) and the links should use https: rather than http:

Also the KEYS file must be linked from www.a.o/dist, not SVN.
It's vital that the KEYS file is present alongside the releases so it is copied to the archive server with the releases so older releases can also be authenticated.
