Summary: Apache 2.2.4 reports wrong week and day number running
under Windows

While running under Windows 2000, or 2003 server standard edition, beginng on
July 1, 2007, Apache http server 2.2.4 is adding one (1) number to "Day of
Year" and one (1) number to "Week of Year" when echoing Date_Local.
If server date is set back to June 30, 2007, Apache 2.2.4 returns the correct
day and week number.
Problem is not present in Apache 1.3.24, Problem does not seem to be present
under UNIX.
My link URL points to a framed page pointing to multiple servers presnting
examples of the problem.

The same problem is occuring for me under XPsp2. Time format is being modified
as <!--#config timefmt="%j" --><!--#echo var="DATE_LOCAL" --> and the U format.
Dificult to attach since its acutally 8 pages, try this address using Internet
Explorer, another person said it was blocked by FireFox.
