[RESULT][VOTE][RUST] Release Apache Arrow Rust 58.2.0 RC1

With 6 +1 votes (4 binding) the release is approved.

The release is available here:
  https://dist.apache.org/repos/dist/release/arrow/arrow-rs-58.2.0

I have also published the release to crates.io

Thank you all very much for your help in ratifying this release, and to
those who contributed improvements and features.
