[I] Implement JVM UDFs for JSON expressions [datafusion-comet]

### What is the problem the feature request solves?
It would be very challenging to implement JSON parsing in native code that is 100% compatible with Spark, so I would like to implement JVM versions using Comet's new scalar JVM UDF framework.

Just adding some additional info: `serde-json` and Jackson (used by Spark) might be very close. Also, FWIW polars uses [simd-json](https://github.com/pola-rs/polars/blob/346a793589efd552a6c10c857e0f0434f7e9a7d4/crates/polars-json/Cargo.toml#L24-L25)
