WebSVN and UTF-8 and ISO-8859-2

Browsing ISO-8858-2 encoded file, say hello.c,
I see the header (translated into Polish in my case) 
UTF-8 encoded and than below ISO-8859-2 encoded hello.c.

Also to get colourised TeX sources I commented out the line

   ".tex" => "application/x-tex", // TeX source

in setup.inc. Without that colourisation did not work.

Is it bug or I misconfigured WebSVN?
