After FLINK-30963, we no longer manually set {{flink_url}}, but it is required in some connector's own {{ci.yml}}, which causes CI to fail to run like [this|https://github.com/apache/flink-connector-elasticsearch/actions/runs/4620241065]). The root of this problem is that these branch does not use the {{ci.yml}} in {{flink-connector-shared-utils}}.
