Workarounds for the test instabilities around time zone changes have been put into AutomaticIndexStatisticsTest (DERBY-5964) and NativeAuthenticationServiceTest (DERBY-5966). I've put references to this issue in the code comments. When we've fixed this issue, the workarounds can be removed.
