It's still not working.

The cgi has been updated, and is now executable:

-rwxr-xr-x  1 apsite  apsite  4741 Mar 25  2013 /www/projects.apache.org/make_doap.cgi

However the html page still fails.

Are you sure that CGI scripts are enabled on the server?
